22 ALC POLICY ALC members report a 'disconnect' between airport planning and the needs of domestic and international freight services. Some airport authorities appear keen to 'shuf e' freight providers to extreme ends of the airports, and do not appreciate daily timing pressures in the domestic air environment. ALC believes the Airports Act 1996 should require master plans to detail how airports will deal with projected freight volumes. There is also a need to restrict encroachment upon key infrastructure corridors and buffer zones for airports. COAG should set up a national partnership to give priority to nationally signi cant infrastructure, and a fund for state and local governments that incur costs of being denied higher-revenue land uses as a result. ALC POLICY on Port Botany ALC's policy for improving productivity at Port Botany called for greater investment in port infrastructure, reducing congestion on the landside and addressing access issues. ALC supports the New South Wales Government's decision to grant a 99-year lease over Port Botany and Port Kembla. This will help operators to make decisions that will improve ef ciency. But ALC believes the revenue should be used for freight logistics infrastructure. ALC supports key proposals in the New South Wales Draft Long-Term Transport Master Plan to: develop the Moorebank Intermodal Terminal site, as well as supporting other intermodal terminal networks in the metropolitan area; preserve the rail corridor for the Western Sydney Freight Line and the site for the Eastern Creek Intermodal Terminal; complete the Southern Sydney freight line; and develop the Eastern Creek Intermodal Terminal. ALC expects that the Port Botany--Sydney Airports Road Pinch Points Program, estimated to cost $330 million over ve years, will be part of the ve-year infrastructure plan to be released by the New South Wales Government early in 2013. ALC also expects the plan to include a Sydney Airport access link between St Peters and the M5 East Tunnel, with links to the airport, Port Botany and surrounding industrial areas, and the duplication of the M5 East motorway to King Georges Road including a new tunnel.
