31 FUTURE FREIGHT NETWORKS 2012 ALC advOCaCY aNd POLICY SUBMISSIONS COaG future reform agenda ALC made a submission on COAG’s future reform agenda in October 2011 and argued that the national transport reforms must be taken a step further to maximise their economic benefits. ALC called for a single set of national laws overseen by national regulators to ensure the laws operate in a uniform fashion nationally. These national regulators must: • be administered under a ‘single agency’ model • have full responsibility for policy and legislation development • be funded to do the job properly. The ALC submission also welcomed the consultation paper observations that highlighted some of the everyday challenges the freight logistics industry faces, such as restrictive transport curfews. Curfews inhibit services to the retail sector, particularly at night, and can lead to the perverse outcome whereby trucks need to operate in peak periods, adding to congestion and emissions, and posing greater risks to safety. Shipping Reforms The ALC submission on the Government’s draft Shipping Reforms package called for one of the bills to expressly recognise the importance of the efficient movement of cargo. In specific comments on the Coastal Trading (Revitalising Australian Shipping) Bill 2012, ALC argued the bill should have two additional objects inserted, namely, that the bill does not affect the economically efficient movement of cargo and for the bill to formally recognise the need to ensure the continued viability of the industry dispatching the freight. These points, ALC argued, were important principles overlooked in the draft legislation. National Food Plan In a submission on the National Food Plan Issues Paper in July 2011, ALC stressed the importance of an efficient supply chain to the affordability and availability of food in Australia and its importance to the food export trade. National Transport Commission’s ‘a Corporate approach to Road Safety’ In its submission to the National Transport Commission on the NTC’s ‘A Corporate Approach to Road Safety’ Discussion Paper, ALC questioned whether the National Road Safety Council would be a more appropriate body to develop broad community-based road safety initiatives rather than the NTC. The ALC submission also highlighted how ALC’s Safety Codes (NLSC and RLSC) maintain and improve safety across the supply chain. NTC Review of australian Road Rules and australian vehicle Standards The ALC submission focused on the need for a single set of national road rules to achieve greater cross- border consistency as an alternative to the current model law approach. A second-best option would be an applied model approach.
