14 2011–2013 SNaPSHOT A SnApShOT Of fOR 2011–2013 actions and Outcomes Actions Outcomes 1. Develop a report providing a comprehensive description and assessment of the Australian transport and logistics industry today, projections of how the demand for transport and logistics services might develop over the period to 2030 (and beyond), an analysis of the infrastructure consequences of the expected growth in demand, and strategies for addressing those consequences. The report will focus on infrastructure of national significance to the transport and logistics industry (roads, railways, seaports and airports). ALC has released a report that examines progress on the 23 Supply Chain Blockages identified in the 2008 ALC Report on Supply Chain Blockages, as well as the priorities identified by Infrastructure Australia. ALC launched the report at the ALC Forum in March 2012. The Report has been provided to COAG, Transport Ministers as well as key government and industry contacts. 2. Monitor and engage in government actions on the report by the Prime Minister’s Task Group on Energy Efficiency. Develop an ALC position on energy efficiency and the contribution by the freight transport and logistics industry to climate change and mitigation. ALC actively engaged in debate surrounding exemption given to heavy vehicles under Clean Energy Bill. Meetings held with Labor, Greens, Independents and Liberals. 3. Promote the adoption and development of safety best practices in transport and logistics through the National Logistics Safety Code of Practice (NLSC) and Retail Logistics Supply Chain Code of Practice (RLSC). Brochures on NLSC and RLSC sent to Australia’s Top 2000 company CEOs, advising that Australia will soon have a national approach to ‘Chain of Responsibility’ (CoR) as part of the Heavy Vehicle National Law (HVNL) due to come into effect on 1 January 2013, which could expose a range of industries to legal ramifications if supply chain responsibilities are not being met. The NLSC and RLSC were both registered as Codes of Practice under the Victorian Safety Act 1986.
