The Network should be coordinated by a single government agency and use a single integrated ICT operating system. Intermodal terminals should be located in designated freight precincts to the west, north and south-east of Melbourne. Terminals in other areas could be added later. In the short term, lines and access routes will have to be shared between freight and passengers. In the long term, however, specified corridors should be allocated to the MFTN. ALC believes that it should be an integrated door to intermodal terminal service, rather than ‘port-to-door’. Terminals should operate as fully integrated ‘inland ports’ with full customs and quarantines services on a 24/7 basis. ALC also believes that road freight access charges should only be implemented after careful analysis; having also taken into account any federal mechanisms. Integrated Freight Strategy for Queensland The Queensland Government is developing an integrated strategy to ensure the movement of freight meets the needs of the state, now and into the future. The key objective of the Strategy is to ‘move freight efficiently’ by the most effective and sustainable means, thus encouraging a multi-modal approach to the movement of freight. The Strategy is intended to enhance Queensland’s ability to respond to future freight growth and the associated issues, challenges and opportunities. It focuses on the freight task and will guide the development of informed, responsive and coordinated solutions for freight. The Queensland strategy fits well with the National Ports Strategy. ALC’s submission on the draft National Strategy noted that freight is considered the ‘poor cousin’ of the urban planning context. Despite this, there seems to be a limited focus on ensuring that the T&L industry has the ability to carry the expected increase in the freight task. ALC supported the proposed development of ‘inland ports’ and Queensland’s proposed study to determine suitable locations. ALC also proposed that funds should be provided at state level to fund the construction of ‘state significant infrastructure’. Finally, ALC commented that the recent damage by floods and cyclones in Queensland will lead to a greater strategic focus on freight movements and on ‘flood proofing’ vital infrastructure.
