108 ALC FORUM 2018 Data as destiny Given the prominence that data received right throughout the two days of ALC Forum 2018, it was fitting that the final panel session focused on data issues, and what steps governments and regulators need to be taking now to prepare Australia for the increased role of technology in our supply chains. Session Chair Simon Ormsby, Group Executive Strategy and Corporate Development at the Australian Rail Track Corporation (ARTC), and Chair of the ALC Infrastructure Committee, commenced the discussion by noting that although there is a long way to travel, we should not overlook the fact that Australia has made significant progress in recent years when it comes to more effective use of data in supply chain management and safety. He pointed out that both the public and the private sectors are committed to doing more, and the National Freight and Supply Chain Strategy should identify and remove impediments to those efforts. Dr Gary Dolman, Head of Bureau at the Bureau of Infrastructure, Transport and Regional Economics (BITRE), briefly outlined some of the work his organisation is undertaking, including the collection of data from road freight operators. With the agreement and participation of 20 road freight companies, telematics is being used to find places where trucks slow due to road congestion, and where they stop on national routes. The first product produced by this data is expected to be released by the end of this year. He also outlined a BITRE project that looks at congestion more widely by measuring the percentage of time a truck travels at the speed limit on any given road. This then allows an assessment to be made of which roads have lowest to highest reliability according to time and road. It includes comparisons year on year, and before and after upgrades. The data is shared with governments and the public. Dolman further advised that BITRE is keen to undertake a freight-performance measure of cost, time and capacity from end to end of supply chains. That will be a significant undertaking, however, and will require the cooperation of industry. The traditional reticence about data sharing needs to be overcome, because ultimately it will be to the benefit of all parts of the supply chain.
